Bullard’s December Call: 25bp Base Case, 50bp Risk If Inflation Stays Hot

Bullard December hike 2026: James Bullard — former St. Louis Fed President, now dean of Purdue’s Mitch Daniels School of Business, and not a current FOMC voter — told Kathleen Hays (Central Bank Central) that his base case is 25bp in December. The 50bp December path is his speculative risk case if inflation data stay hot — or 25bp plus a signal for January — in a Warsh Fed that does not lean on forward guidance. Today’s ADP print and Friday’s payrolls are the data that decide whether that risk case gets more attention. Structure, not a forecast.

Two Bullard lines from the Hays transcript: “I don’t think as we sit here today, I think it’s 25 basis points in December.” And on the hot-inflation branch: “So, then you could get in to talk about, well, 50 basis points in December and all these things in an environment where he does not want to give forward guidance and so on.” Hays paraphrases the 50bp branch as something markets are not prepared for — that phrasing is hers, not his.

Bullard December hike 2026: 25bp base, 50bp risk

Bullard expects one more hike in December with SEP / 2027 guidance reset, then likely a quarterly cadence — “December and then probably in March but not in January,” per the interview. He wants more Fed communication, not less (Poole-style re-benchmarking; Bernanke “won the intellectual argument” on transparency). He also notes CPI fell from over 9% to about 3% without a recession — a path reminder, not a December call.

Separate this from the labor-demand story in our JOLTS September 2026 piece. JOLTS asked whether openings still support a hike. Bullard’s interview is about size (25 vs 50), the January signal, and how a no-guidance chair communicates when the data run hot.

Bullard (Hays interview): 25bp December base; 50bp a risk if inflation stays hot (speculative). RateWatch Dec hike 84.2% as of 8:35 AM ET Wed Nov 4. Education only.

What ADP is — and today’s +86k

The ADP National Employment Report is the monthly change in private-sector jobs, built from anonymized payroll data covering 26M+ US employees by the ADP Research Institute in collaboration with the Stanford Digital Economy Lab (retooled in 2022). Weekly matched establishment samples are weighted to QCEW cells (industry × state × size) and seasonally adjusted; the reference week includes the 12th. It covers private jobs only and uses payroll records, not a household or establishment survey. ADP says it is not meant to forecast BLS nonfarm payrolls (next: Fri Nov 6, 8:30 AM ET).

October private payrolls rose +86,000 (ADP via PR Newswire, 8:15 AM ET Nov 4). September was revised down to 86,000 from 90,000. That beat every labelled forecast we tracked: Dow Jones +75k (CNBC, third-party), TradingKey +67–69k, Continuum ~65k (both third-party). Base pay +3.2% y/y, gross +4.7% (ADP). Job-changers +4.8%, job-stayers +3.0% (CNBC report of ADP). Services +82k, goods +4k; professional and business services −27k — a third straight monthly loss. Nela Richardson (ADP chief economist): “Taken together, earnings growth for these workers hit its fastest pace since March 2024.”

In Bullard’s framework, hot jobs plus hot inflation is the branch that opens talk of a larger December move. It does not rewrite his base case.

RateWatch prices 25bp steps — not 50

Our RateWatch Tool models discrete 25bp outcomes only (hike +25 or hold). There is no 50bp probability in the tool — don’t invent one. As of 8:35 AM ET Nov 4, RateWatch prices December 9 hike odds at 84.2% / hold 15.8%, with expected change ~21.1bp (CME fed funds futures). That is one stamped run for this article. It is not framed here as a reaction to ADP or to Bullard’s interview.

What we can say about “markets haven’t priced 50bp”: under a 25bp-step model, expected change below a full 25bp (~21.1bp on this stamp) is consistent with no 50bp path being represented. What it means for 0DTE

A 25-vs-50 debate widens the Dec 9 event-day range even when futures only quote 25bp steps. ADP (already out) and NFP Friday 8:30 AM ET are premarket catalysts for SPX 0DTE — overnight or early-session rate repricing can reset opening levels and front-end vol. Point-in-time market bridge (~8:29 AM ET, Massive): ESZ6 7,670.00 (+1.26% vs prior settlement), VIX 18.45 (−11.4% vs prior close 20.83), SPX prior close 7,568.92. Do not attribute those prints to Bullard or ADP.
