Hammack (2026 Voter): Restrictive Stance, Prefer Frequent Smaller Hikes

Hammack restrictive stance 2026: Cleveland Fed President Beth M. Hammack — a 2026 FOMC voter who dissented for a 25 bp hike at the Oct 28 hold — told the SNB and Its Watchers Conference in Zurich that monetary policy will need to move to a restrictive stance to bring inflation back to 2 percent in a timely manner, and that she prefers getting there through more frequent smaller adjustments. Soft contrast with Bullard’s December 50 bp risk framing: Bullard is an ex-official and not a current voter; Hammack is a sitting voter. Structure over prediction — no December size call from either speaker.

Hammack restrictive stance 2026: what she said in Zurich

Prepared remarks titled “Reserve Currencies and Stablecoins” (Cleveland Fed, Nov 5; also Cleveland Fed PR). Venue: SNB and Its Watchers Conference 2026, Zurich (~8:50 AM ET remarks).

“I expect that monetary policy will need to move to a restrictive stance to bring inflation back to 2 percent in a timely manner.” — Beth M. Hammack, Cleveland Fed President (2026 FOMC voter)

“I prefer getting to that stance through more frequent smaller adjustments when possible, something which would be less disruptive to households, businesses, and financial markets.” — Beth M. Hammack, Cleveland Fed President (2026 FOMC voter)

On inflation, the prepared text says pressures appear relatively broad based (supply and demand) and that inflation has been above the goal for nearly six years. Primary wording: inflation “has moved in the wrong direction” since she spoke on the topic in early March.

Hammack restrictive stance 2026: restrictive destination, frequent smaller adjustments, Oct 28 hike dissent

What an FOMC voter speech is

Regional Fed presidents rotate as FOMC voters. Hammack (Cleveland) votes in 2026 (see FOMC voters 2026). On Oct 28 the Committee held the target range at 3.75–4.00% on a 10–2 vote; the Fed statement says Lisa D. Cook and Beth M. Hammack preferred to raise the range by 1/4 percentage point. Today’s Zurich remarks are path and communication structure from a sitting voter who already preferred another hike — not a new Committee decision. Kevin Warsh has chaired the FOMC since May 22, 2026.

How it can inject energy into US markets. Voter language on destination (restrictive) and path (frequent smaller steps) can reprice the front end (ZQ → RateWatch) and December event vol without a fresh vote. Soft map next to our Lisa Cook dissent and FOMC dissent watch notes, and the Oct 28 decision review.

Fed parallel into Dec 8–9 (no prediction)

The Fed hiked +25 bp to 3.75–4.00% on Sep 16, then held Oct 28 (10–2). FatTail RateWatch Tool (CME fed funds futures, 25 bp steps only — no 50 bp probability): December 9 hike odds 68.6% / hold 31.4% as of 4:41 PM ET Nov 5 (expected change ~17.2 bp). Cite as a level with as-of — never as a reaction to Hammack. Live board: RateWatch.

Soft contrast only: Bullard’s live piece frames a 25 bp December base case with a 50 bp risk if inflation stays hot — from a non-voter. Hammack prefers gradual smaller steps toward restriction. Do not predict December size from either.

Same-day US risk-off tape (Massive REAL-TIME, label levels only): SPX about 7,353.73 (−4.36% vs prior close) as of 4:04 PM ET; VIX 28.18; VIX1D 36.80 as of ~4:15 PM ET. AI and midterms wires were also active, and that equity and volatility move reflected broader session trading rather than Hammack’s Zurich remarks.

What it means for 0DTE

  • Energy: A sitting 2026 voter restating a restrictive destination with a gradual path is communication/path structure into Dec 8–9 — useful for front-end and event-day options, not a size call.
  • Premium: Today’s Massive tape already shows elevated VIX / VIX1D into payrolls Friday. Let the VIX price residual event risk; do not invent a Hammack-day range from this note alone.
  • Structure: Defined risk only; know max loss before entry; size for a gap through your strikes if front-end odds reprice overnight.
  • Plan, don’t predict: Write scenarios before the next session — (1) voter restrictive/gradual language keeps Dec hike odds supported as a RateWatch level, (2) markets treat the path as gradual and fade larger-jump talk, (3) Friday’s payrolls reprice the labor/hike mix independently of today’s speech. Track odds on RateWatch. Scenarios: how to plan market scenarios for 0DTE SPX.
