FOMC Alerts · October 28, 2026
Lisa Cook dissent, in short: at the October 28 Fed meeting, the FOMC held the funds target at 3.75%–4.00% on a 10–2 vote, and Cook preferred a 25bp hike. By our records this is her first-ever dissent. The companion decision post covers the statement; this piece scores the tally against each voter’s pre-decision Bias Board stance (our classification) and bridges to the December 8–9 SEP. Counts match the post-decision Bias Board review.
What was Lisa Cook’s dissent on Oct 28?
The Federal Reserve held the federal funds target range at 3-3/4 to 4 percent at the October 27–28 meeting — Warsh’s fourth meeting as chair since May 22, 2026. Per the Federal Reserve statement: “Voting against the monetary policy action were Lisa D. Cook and Beth M. Hammack, who preferred to raise the target range for the federal funds rate by 1/4 percentage point at this meeting.”
Cook took office May 23, 2022 (Fed biography). Across every FOMC decision in our history file from May 2022 through September 16, 2026, her name does not appear in a dissent line — so Oct 28 is her first by our records (NBC reported the same on Oct 28). September core CPI was 2.6% year-over-year, matching BLS (BLS CPI); CBS carried that figure in its hold wrap.
July 29 was a 9–3 hawkish hold (Hammack, Kashkari, Logan preferred +25bp). September 16 hiked 25bp on a 12–0 vote. Oct 28 is another hawkish hold with different names on the dissent line — structure only, not a December call. Pre-decision vote-line context: FOMC dissent watch.

Consistency scorecard (our classification)
Scores are from the pre-decision freeze on the Fed Bias Board, tested against the Oct 28 vote. Every rating below is our classification from the post-decision Bias Board review.
Rating vs action: 7 consistent · 3 divergent (Cook, Kashkari, Logan) · 2 n/a (Barr, Powell). Words vs action: 8 consistent · 2 divergent (Cook, Logan). Twelve voters. Our classification.
| Official | Pre-score (our classification) | Vote | Verdict |
|---|---|---|---|
| Kevin Warsh | +0.21 Center (conf 0.55) | hold | consistent |
| Philip N. Jefferson | +0.67 Mildly hawkish (0.44) | hold | consistent |
| Michelle W. Bowman | −0.42 Mildly dovish (0.60) | hold | consistent |
| Michael S. Barr | insufficient evidence | hold | n/a |
| Lisa D. Cook | −0.64 Mildly dovish (conf 0.16) | dissent +25bp | divergent (headline) |
| Jerome H. Powell | insufficient evidence | hold | n/a |
| Christopher J. Waller | +0.16 Center (0.80) | hold | consistent |
| John C. Williams | +0.50 Mildly hawkish (0.52) | hold | consistent |
| Beth M. Hammack | +1.69 Strongly hawkish (0.67) | dissent +25bp | consistent |
| Neel Kashkari | +1.52 Strongly hawkish (0.81) | hold | divergent |
| Lorie K. Logan | +1.72 Strongly hawkish (0.72) | hold | divergent |
| Anna Paulson | +1.00 Hawkish (0.30) | hold | consistent |
Hammack’s hike dissent matches a strongly hawkish score and her July hike dissent — consistent. Logan and Kashkari — strongly hawkish, both July hike dissenters — joined the Oct hold majority, so they diverge from their pre-decision stance. Cook is the headline divergence.

Why Cook is the headline divergence
Cook’s pre-decision freeze score was −0.64 (Mildly dovish) on thin evidence — confidence only 0.16, from a small rates-path corpus. That lean sits poorly next to a hike dissent. In a May 27, 2026 Federal Reserve Board speech she said: “I am optimistic about AI’s promise to boost productivity and increase the arrival rate of ideas, which will support growth, lead to the creation of new firms that will produce new jobs, and put downward pressure on inflation.” That productivity lean helped drive the mildly dovish freeze score; the Oct 28 vote preferred restriction instead. Flag the low confidence: the score is our classification on limited quotes, not a personality label.
What it means for 0DTE
- Energy: The vote line already printed at 2:00 PM ET. This post is the accountability layer for desks that priced the count — who matched their stance, and who didn’t — not a same-day direction call.
- Premium: Let the VIX price what’s left of the session and the path into December. Regime bands for fly width: ZombieLand (under 17) 20–30 SPX points, Goldilocks 1 (17–24.5) 30–40, Goldilocks 2 (24.5–32) 40–50, Chaos (above 32) 50+. Do not assume implied vol reliably falls after a decision day. See the SPX expected move and VIX term structure.
- Structure: Defined risk only. On a fly, pay 5–10% of width as debit (max loss known before entry). SPY/XSP widths are one-tenth of SPX.
- Plan, don’t predict: Two hawkish dissents on a hold, with Cook the surprise name, is a December-path signal more than a same-day vol trigger. Write the Dec 8–9 scenarios before Thursday’s PCE/GDP, then size to the regime — not to a vote narrative.
December SEP read-through
The next Fed meeting on the FOMC calendar is December 8–9, 2026, with a new Summary of Economic Projections. Our calculation from fed funds futures using CME’s method put the chance of at least one hike by December at 87.4% (our calc, CME method, fed funds futures as of ~2:00–2:05 PM ET Oct 28, delayed). Structure observation only: Jul 29’s 9–3 hawkish hold was followed by Sep 16’s 12–0 hike; Oct 28’s 10–2 is the same shape with Cook and Hammack on the dissent line and Logan/Kashkari in the majority — not a December call. Thursday’s 8:30 AM ET GDP/PCE is the first data test. All dates: FOMC meeting schedule 2026.
