ECB rate decision October 2026: on Oct 29 the Governing Council left the deposit facility at 2.50%, the main refinancing rate at 2.65%, and the marginal lending facility at 2.90% (ECB monetary policy decisions). The press release does not name a December hike and says the Council is not pre-committing to a path. In the press-conference Q&A, President Christine Lagarde said the next meeting is in December and that, unless there was a major development, “the direction of travel is quite clear for all of us.” Same week as the Bank of Japan hawkish hold. Italy’s flash CPI printed 5.4% with Q3 GDP unchanged — a stagflation vignette into year-end global tightening and the Fed’s Dec 8–9 meeting. Structure over prediction: classify the energy, let the VIX price premium, keep risk defined.
What did the ECB decide?
The three key rates stayed where they were. The decision text flags the energy channel in plain language: “Energy prices have continued to rise, posing upside risks to the inflation outlook and downside risks to the growth outlook.” It also says financing conditions have tightened since the last meeting — which is likely to weigh on inflation and growth — and that the Governing Council “is not pre-committing to a particular rate path.” Meeting-by-meeting, data-dependent: inflation outlook and risks, underlying inflation, and transmission strength.
In the Q&A, Lagarde said the Council debated a hike, then unanimously held. She put the average rise in 10-year sovereign yields at around 35 bp since the September projections cut-off — the ECB’s own figure for the tightening channel, not a Bund or BTP par yield we are inventing. She also said the decision “does not indicate that we will not be hiking and our next meeting is in December.” Next scheduled monetary-policy meeting: 16–17 Dec 2026 (Day 2 press conference on the 17th), per the ECB calendar.
What is an ECB rate decision, and how does it inject energy?
In plain terms: the Governing Council sets the three key rates at scheduled meetings, issues a press release, then holds a President press conference with Q&A. Selected meetings — December among them, per Lagarde — are staff-projection rounds. Markets reprice EUR, euro-area yields and global front-end rates on the statement and again in Q&A. A hawkish hold can tighten conditions without a hike if the Q&A clarifies the path. For the Fed: synchronized G10 hiking supports higher U.S. front-end odds into the Dec 8–9 SEP — a channel into the December Fed meeting, not a claim that Frankfurt forces the FOMC call.
National flash CPI/HICP prints (Istat, Destatis, INSEE, INE) land near month-end; Eurostat’s euro-area flash follows. HICP is the harmonised basket the ECB targets. Energy-led national flashes with flat GDP feed the stagflation debate and can firm global inflation risk premia even when U.S. CPI/PCE print on other days.

SPF and Italy: inflation up, growth flat
The ECB’s Survey of Professional Forecasters for Q4 2026 (published Oct 30; surveyed Oct 2–7) raised near-term HICP views while long-term stayed at 2.0% (ECB SPF release):
| 2026 | 2027 | 2028 | Longer term (2031) | |
|---|---|---|---|---|
| HICP | 3.0 (+0.3 vs Q3) | 2.6 (+0.4) | 2.0 (unch) | 2.0 |
| Core (ex energy & food) | 2.4 (unch) | 2.5 (+0.2) | 2.2 (+0.1) | 2.0 |
Italy is the vignette. Flash October NIC CPI: +5.4% y/y (from +4.2% in September), +0.9% m/m; energy +31.4% y/y; HICP/IPCA +5.6% y/y; core ex energy and fresh food +2.0% (Istat). Q3 GDP preliminary: unchanged q/q, +0.8% y/y, carry-over for 2026 at 0.8% (Istat English release). We do not use third-party wire figures that put Italian GDP at +0.02% — that conflicts with Istat.
Big-4 October national flashes (euro-area flash not out yet — we are not inventing one): Germany headline/HICP provisional +2.8% y/y (Destatis); France CPI +3.4%, HICP +3.8% (INSEE); Spain CPI/HICP +4.9% unchanged vs September (INE); Italy as above.

EUR/USD, yields, and Fed December odds
ECB euro reference rate: 1.1172 USD per EUR for 2026-10-30 (ECB eurofxref daily). Euro-area AAA 10-year spot curve: 3.37% on Oct 29 (was 3.39% on Oct 28) — ECB Data Portal AAA curve, not a German Bund par yield. U.S. Treasuries (FRED, Oct 28 lag): 2-year 4.67%, 10-year 5.05%.
The Fed held 3.75–4.00% on Oct 28 on a 10–2 vote (Cook and Hammack preferred +25 bp). Chair Warsh has led since May 22, 2026 — this was his fourth meeting, not his first. Next FOMC is Dec 8–9 with a Summary of Economic Projections; every date is on the next Fed meeting schedule. See our Oct 28 decision recap.
Fed December 9 hike odds — our calculation from fed funds futures using CME’s method — read 77.3% as of 4:05:47 PM ET Fri (hold 22.7%; implied post-meeting rate about 4.06%), back level with Thursday’s 4:37 PM ET close of 77.3% after dipping to 71.4% at 3:13 PM ET. Same session (Massive REAL-TIME ~12:18 PM ET Fri): SPX 7596.07 (prev close 7720.39, about −1.61%); VIX 20.05 (prev close 17.2, +2.85 pts). For contrast only — today is not an FOMC day — our scheduled-meeting history since 2015 shows a median FOMC-day VIX change of −0.26 pts (n=93).
What it means for 0DTE into the December Fed meeting
This is scheduled global-CB event risk into a non-FOMC Friday that already priced higher equity vol. Same-week hawkish-hold color (BoJ + ECB Q&A) can firm the USD/US front-end story into Dec 8–9 without requiring a Frankfurt hike today. Update the ECB row on our which central banks raised rates in 2026 scorecard — do not rebuild that piece. Live desk updates sit on the FOMC Alerts hub.
- Energy: scheduled global-CB event risk (statement + Q&A), not a domestic Fed print. Classify as EUR/yields transmission into the U.S. front end.
- Premium: let the VIX price the session; a hawkish-hold headline is not automatic license to pay up for premium on a non-FOMC Friday.
- Structure: defined risk only; know max loss before entry; size for a EUR/yields gap through your strikes.
- Plan, don’t predict: write two scenarios before you size — (1) Q&A fades and EUR/yields mean-revert into quiet data, (2) energy upside + December “direction of travel” keep hike odds live in EUR and firm U.S. Dec odds. Decide position rules in advance.
