FOMC Alerts · October 28, 2026

Kevin Warsh Fed stakes, in short: today is Warsh’s fourth meeting as chair — not his first — and the hold is mostly priced. Our calculation from fed funds futures using CME’s method, as of about 9:19 PM ET on Tue Oct 27, puts a Wednesday hold near 91.1% and a 25bp hike near 8.9%, with at least one hike by December near 79.1%. There is no SEP this meeting, so the live path signal sits in the 2:00 vote line and Warsh’s 2:30 presser. Day map: Fed meeting this week.

Is Oct 28 Kevin Warsh’s first FOMC as chair?

No. Warsh has chaired since May 22, 2026. Oct 27–28 is his fourth chaired meeting, after Jun 17–18, Jul 28–29 (hold 9–3) and Sep 15–16 (hike to 3.75–4.00%, 12–0). Calendar: Federal Reserve FOMC calendars.

What did Warsh say after the September hike?

At the Sep 16 press conference, Warsh framed the move as taking accommodation off, not as a turn to restriction: “So we removed a dose of accommodation.” (Federal Reserve FINAL transcript). On path questions in the same Q&A, he said: “I’m not going to prejudge any future decisions we make.” That style — path in adjectives and Q&A, not in a dots plot — is what markets have to work with today, because there is no SEP.

Secondary color (attributed analysis, not Fed fact): CNBC’s Jeff Cox (Oct 27) wrote that markets expect a hold and are focused on whether Warsh points to more hikes; Evercore’s Krishna Guha called the no-forward-guidance approach “material execution risk”; Mohamed El-Erian expected hawkish packaging of a hold (CNBC). Euronews (Oct 27) likewise expected a hold six days before midterms and cited Warsh’s Bangkok line that he does not prejudge meetings — attribute midterm motives as analyst opinion, not Fed policy (Euronews).

What is at stake at the Warsh Fed meeting today?

Five layers, in order of what 0DTE desks can actually trade:

  1. The rate print — mostly priced at ~91.1% hold / 8.9% hike (our calculation, as of about 9:19 PM ET on Tue Oct 27). Surprise here is low-probability but high-impact.
  2. The vote line — Jul was 9–3; Sep was 12–0. Desk forecasts span 0–3 hawkish dissents (labelled forecasts, not facts). Detail lives in our FOMC dissent watch piece.
  3. The path without an SEP — “dose of accommodation” framing plus “won’t prejudge” means December odds get extracted from presser language, not a dots table. How futures odds are built: fed funds futures probability; October context: October FOMC hike odds.
  4. Thursday’s data — Q3 GDP and September PCE at 8:30 AM ET Thu can confirm or undo Wednesday’s move.
  5. Independence backdrop — White House–Fed friction sits in the background of the presser. The verified May–Oct record and the for-cause removal statute are covered in Trump vs Warsh Fed independence (separate piece). This page does not restate that record.

Why does the Warsh presser matter more than the rate print for 0DTE?

Structure: 2:00 statement (action + vote) → 2:30 Warsh presser (path tone). No SEP. Hold days can still reprice December if the presser is hawkish or dovish relative to the 79.1% “at least one hike by Dec 9” figure. Know the SPX expected move before the window; FOMC days have historically overshot that range more often than non-FOMC days in our companion FOMC expected move vs actual scorecard (our calculation, Feb 2023–Oct 2026).

  • Energy: Scheduled event risk at 2:00 and 2:30. The unpriced risk is December language plus the dissent count — not the hold itself.
  • Premium: Let VIX price it. Recent closes have sat near the low end of Goldilocks 1 (VIX 17 to 24.5); ZombieLand below 17, Goldilocks 2 from 24.5 to 32, Chaos above 32. Never claim IV reliably deflates after the presser.
  • Structure: Defined risk only. Size for a presser gap — for example an iron condor with max loss known before entry.
  • Plan, don’t predict: Write two presser scenarios before 2:00: Warsh restates “won’t prejudge” and leaves December open, or he packages a hold with hawkish adjectives that reprice Dec odds. We are not picking a direction. Full post-presser watch belongs to the separate Warsh press-conference package after 4:05.

What comes after the October Fed decision?

This meeting ends Wed Oct 28. The next scheduled FOMC is Dec 8–9, with a SEP. Every remaining 2026 date is on our FOMC meeting schedule 2026.
